Capital Beltway Environmental Impact Statement (EIS) Study - Northern Virginia Portion

A Virginia Department of Transportation Draft Environmental Impact Statement on proposed improvements between the I-95/I-395 Mixing Bowl and the American Legion Bridge was approved by the Federal Highway Administration on March 15, 2005.

On January 19, 2005, the CTB selected the 12-lane HOV/HOT Candidate Build Alternative as the preferred alternative.  A reevaluation of the Draft EIS was accepted by FHWA on September 8, 2005.  The final EIS was approved by the FHWA on April 18, 2006 and a Record of Decision (ROD) was issued on June 29, 2006.



The EIS reviewed a number of configurations and selected the following options:

  • Barrier Separated HOV - 12 lanes

  • Four general purpose lanes in each direction.

  • Two HOV lanes in each direction.

  • Barrier separation between HOV and general purpose lanes.

  • Construction & Right-of-Way Cost: $2.71 - $2.88 billion.

  • Improvements to 10 interchanges between Springfield and the American Legion Bridge.

  • Direct High Occupancy Vehicle (HOV) and express bus access points.

  • Crossover locations for vehicles to switch from conventional to express/local or HOV lanes.
