Virginia’s voters have spoken and elected Bob McDonnell as Virginia’s 71st Governor.

Mr. McDonnell’s victory was based to a considerable extent upon his pledge to “end gridlock and get Virginia moving again.”

The problem is severe.

What once was a $10 billion six-year construction program is now less than $5 billion. What was a $3 million annual drain of state construction dollars to fund maintenance is now $525 million. Nearly 2,000 bridges are structurally deficient. Northern Virginia’s congestion is the nation’s second worst.

Mr. McDonnell spelled out his approach in extensive detail, including the following key principle:

“Congestion relief and economic development must be the guiding forces. Just like any capital intensive business, we should invest in projects that make economic sense and are driven by demand, not projects that simply make it more likely for a politician to get re-elected.”
