I-95 HOT Lanes

I-95 HOT Lanes

Alliance Position:
Support appropriate use of High Occupancy-Toll (HOT) Lanes at the regional and state level, provide resources necessary for VDOT to efficiently evaluate and implement proposals, and require state to ensure facility designs meet overall transportation network needs

Current Status:

On February 3, 2011, Secretary Sean T. Connaughton announced a new I-95 HOV/HOT Lane project that will run from Garrisonville Road in Stafford County to Edsall Road in Fairfax County.

Construction of the I-95 HOT lanes project is expected to begin during the 2012 construction season.

The Project:

This new project will create approximately 29 miles of HOV/HOT Lanes on I-95. This project will:

  • Add capacity to the existing HOV Lanes from the Prince William Parkway to the vicinity of Edsall Road
  • Improve the existing two HOV lanes for six miles from Route 234 to the Prince William Parkway.
  • Consturct a 9-mile reversible two-lane extension of the existing HOV lanes from Dumfries to Garrisonville Road in Stafford County. 

Plans are also being advanced to construct a direct ramp from the existing HOV lanes on I-395 to Seminary Road which will connect the Mark Center site to this expanded regional transit and HOV network. The Federal Highway Administration, however, will require an environmental assessment, rather than a categorical exclusion, for the ramp from the I-395 HOV lanes to Seminary Road, which should add aproximately 18 months to the project.

This requirement is an example of one federal government agency (FHWA) is acting at cross purposes with another (DOD) in terms of improving BRAC access.

Transit Service Plan:
The HOT lanes project includes a $195 million concession payment for transit services and new transit infrastructure along the corridor including:

  • Bus-Rapid Transit (BRT) stations, new buses and new bus routes
  • Transportation Demand Management programs
  • New Park & Ride facilities with a total of 6,750 additional parking spaces
  • New entry/exit points for carpoolers
  • Virginia Rail Express station improvements

The estimated total capital cost is $1.01 billion, broken down as follows:
  • Preliminary Engineering - $70 million
  • Right-of-Way - $10 million
  • Construction - $680 million
  • Other Costs - $250 million

Other costs include installation of tolling/traffic managment system and other bank/financial fees.

As of now, a defnite share of total project costs from public and private sources are not available.
