I-95/I-395 HOT Lanes

Alliance Position:
Support appropriate use of High Occupancy-Toll (HOT) Lanes at the regional and state level, provide resources necessary for VDOT to efficiently evaluate and implement proposals, and require state to ensure facility designs meet overall transportation network
needs.

Current Status:

The project scope review is underway, but a lawsuit brought by Arlington County last August has haulted its progress. VDOT expects a number of decisions to be made later this spring or in the summer.

Construction of the Phase I Northern Section could begin in 2010.

Construction of the Phase II Southern Section could begin in 2011.



The Project:

The I-95/395 project will expand the existing 28-mile reversible high occupancy vehicle (HOV) lanes on I-95/395 from two to three lanes between Eads Street near the Pentagon in Arlington and Route 234/Dunfries Road and construct and extend two new lanes south from Route 234/Dunfries Road to Massaponax (Exit 126).

  • HOV-3, transit and emergency response vehicles will use these lanes free of charge
  • Other vehicles will pay an electronic toll
  • Tolls will vary based on the time of day, day of week, and level of congestion in order to maintain free-flow conditions

 

The project is a public-private partnership between the Virginia Department of Transportation and Flour-Transurban. VDOT will own and oversee the lanes and Flour-Transurban will construct, operate and maintain the lanes.

Phase I (Northern Section)
Expands the existing HOV lanes from two to three lanes and extends system nine miles from Route 234/Dunfries Road to Route 610/Garrisonville Road.

Phase II (Southern Section):
Extends the HOV/HOT lane system from Route 610/Garrisonville Road to Massaponax (Exit 126) in Spotsylvania County.

Transit Service Plan:
The HOT lanes project includes a $195 million concession payment for transit services and new transit infrastructure along the corridor including:

  • Bus-Rapid Transit (BRT) stations, new buses and new bus routes
  • Transportation Demand Management programs
  • New Park & Ride facilities with a total of 6,750 additional parking spaces
  • New entry/exit points for carpoolers
  • Virginia Rail Express station improvements


Cost:

The total capital cost will be determined by the project’s ultimate scope and ongoing negotiations between the Commonwealth of Virginia/Virginia Department of Transportation and Flour-Transurban.

As of now, no public money has been authorized for the project.

Funding:
Private Equity, Debt (including bonds), Tolls, Federal Transit Capital and Transit Farebox Revenues
