Dulles Rail (Alliance Priority)

Alliance Position:
Extend Metrorail to Tysons, Reston, Dulles Airport and Eastern Loudoun County in a manner equitable to users and land owners. Expand bus transit as demand warrants until the rail extension is complete.

Current Status:
Construction has begun in the 11-mile Phase 1 alignment that includes the Dulles Connector Road, Routes 123 and 7 in Tysons Corner, and in the median of the Dulles Airport Access Road/Dulles Toll Road from Route 7 west to Wiehle Avenue.

Preperations for the construction of a short tunnel, station foundations and the installation of the first pier to support the guideway are underway.

Recent History:  

  • On October 10th, 2009, the Western Alliance for Rail to Dulles (WARD) announced that it had secured the support of owners of 51% of the commercial property in the Dulles Corridor to form the Phase 2 tax district. For more information on WARD and the tax district, click here.

  • On March 10th, 2009, U.S. Secretary of Transportation Ray LaHood signed a formal agreement committing $900 million in federal funds to Phase 1 of the project.

  • On May 12, 2008 the Federal Transit Administration (FTA) approved the MWAA to advance the project into Final Design. This action released $159 million in federal funds to be used for:

Right-of-way acquisitions 
Reimbursement of third party preliminary engineering costs 
Continuing with utility relocations 
Final Design Work 
Project administration 
Maintenance of traffic efforts 
Engineering and design of rail car

In late July, 2008 the Metropolitan Washington Airports Authority (MWAA) and Dulles Transit Partners reached a new $1.6 billion contract for construction of Phase I, bringing the total project costs to $2.6 billion.
