Maryland’s Intercounty Connector

Project Description:
Maryland’s Intercounty Connector (ICC) is a six-lane, 18-mile limited access, east-west highway that connects Interstate 270 in Gaithersburg with Interstate 95 and Route 1 near Laurel.

Estimated cost: $2.5 billion
The highway improves regional traffic congestion, evacuation capability, removes traffic from adjacent neighborhood roads and dedicates close to $400 million for environmental mitigation and improvements in the area.

Background:
Initially planned as part of the region’s second Beltway, the ICC has been the focus of various studies and debates since the 1950’s and is finally scheduled to begin construction this year, with a scheduled completion date of 2011.
Construction of the highway will be broken down into five parts:
- Contract A (7 miles) – This westernmost section of the highway improves approximately one mile of I-370 and constructs six miles of new roadway, extending just east of Georgia Avenue (Route 97).
- Construction 80 percent complete and anticipated to be completed by late 2010 or early 2011.
- Contract B (7 miles) – East of Georgia Avenue (Route 97) to west of Columbia Pike (Route 29).
- Construction 40 percent complete and anticipated to be completed in late 2011 or early 2012.
- Contract C (3.8 miles) – West of Columbia Pike (Route 29) to east of I-95. Includes 1.9 miles of new collector-distributor lanes from the ICC/I-95 interchange south on I-95 to Powder Mill Road (MD 212).
- Construction 64 percent completed and anticipated to be completed in late 2011 or early 2012.
- Contract D (3 miles) – Three miles of collector-distributor lanes from the ICC/I95 interchange north on I-95 to the MD 198 interchange.
- - Deferred (Until further notice).
- Contract E (.9 miles) – Easternmost portion of the highway from just east of I-95 to U.S. Route 1.
