Springfield Mixing Bowl Reconstruction
(I-95/I-395/I-495)

The I-95/I-395/I-495 "Mixing Bowl" is one of the nation's largest, busiest and most dangerous interchanges.
  • 430,000 vehicles per day pass through this interchange.       
  • The project consists of building 50 bridges and flyovers and widening I-95 to 21 lanes between the Capital Beltway and Franconia Road.

Construction Schedule and Costs: Phases I-VII were completed on time and on budget ($676.2 million) by Summer 2007.

Phase VIII is now under construction as part of the Capital Beltway HOT Lanes project.


Phase I:

Completed in June 1998:
  • Added a 4th lane on I-95 south between Springfield and Newington.
  • Construction completed August 1996
  • Constructed exit ramp (169) on I-95 north to Spring Mall Drive in Springfield to ease traffic flow during construction and to coincide with the opening of the Franconia-Springfield Metro Center

Phase II and III:

Construction began in March 1999 and was completed in November 2001:
  • Widened Old Keene Mill Road to 8 lanes from Commerce Street to Spring Road and to 10 lanes from Spring Road to I-95
  • Widened Franconia Road and constructed Franconia Road hi-rise overpass between I-95 to east of Frontier Drive
  • Constructed new Commerce Street Bridge and widened to 4 lanes
  • Rebuilt I-95/Route 644 interchange
  • Added third southbound turn-lane on Loisdale Road to Newington
  • Rebuilt the Veterans Bridge (Amherst Avenue) to include decorative exterior honoring veterans and providing pedestrian access onto and across the bridge

Phase IV:

Construction began in November 2000 and completed in late 2004:
  • Direct bridge for westbound Capital Beltway (I-495) traffic to southbound I-95
  • Relocated existing eastbound I-495 traffic through the interchange

Phase V:

Construction began in September 2001 and was completed in early 2004:
  • Ramp from I-395 south to westbound I-495 and improvements to I-495 west toward Braddock Road

Phase VI and VII:

Construction began in November 2004 and was completed in July 2007:
  • Complete construction of I-95 northbound roadway, all remaining local and through traffic, ramps and HOV lanes along with major connecting bridges from I-95 north to the Capital Beltway outer loop
  • I-495 east/I-495 north toward Baltimore via the Wilson Bridge
  • The new I-95 north bridge directly over the Mixing Bowl onto the Capital Beltway inner loop, I-495 north, towards Tysons Corner

Phase VIII:

In the orginal I-95/I-395/I-495 Interchange reconstruction plan, Phase VIII involved construction of ramps to connect the I-95/I-395 HOV lanes with the future I-495 (Capital Beltway) HOV lanes.  Since that time, the Commonwealth of Virginia has approved a High Occupancy Toll (HOT) lanes system for system for the Capital Beltway between the I-95/II-395/I-495 Interchange and Georgetown Pike Interchange and is negotiating with Fluor and TransUrban to convert and extend the I-95/I-395 HOV facility to an HOV/HOT/Bus lane facility.

Phase VIII will now under construction as part of the Capital Beltway HOT Lanes project.
